UPSC Prelims 2014 GS Paper I · Q6 of 100 Environment & Ecology medium

With reference to 'Global Environment Facility', which of the following statements is/are correct?

  1. (a) It serves as financial mechanism for 'Convention on Biological Diversity' and 'United Nations Framework Convention on Climate Change' ✓ UPSC's answer
  2. (b) It undertakes scientific research on environmental issues at global level
  3. (c) It is an agency under OECD to facilitate the transfer of technology and funds to underdeveloped countries with specific aim to protect their environment
  4. (d) Both (a) and (b)

Why the answer is (a)

• The Global Environment Facility (1991) is a multilateral fund that serves as the financial mechanism for the CBD, UNFCCC, UNCCD, Stockholm and Minamata Conventions, channelling grants to developing countries — option (a).

• It funds projects but does not itself conduct scientific research (b), and it is not an OECD agency (c) — it is hosted by the World Bank with UNDP and UNEP as implementing agencies.

• Hence option (a).

Why the other options are wrong

(b) It undertakes scientific research on environmental issues at global level
GEF funds projects; it does not conduct research.
(c) It is an agency under OECD to facilitate the transfer of technology and funds to…
GEF is not an OECD agency.
(d) Both (a) and (b)
Only (a) is correct; (b) is wrong.
