Why the answer is (c)
• Statement 1 is correct: the Constitution does not mention a no-confidence motion; Article 75(3) only says the Council of Ministers is collectively responsible to the Lok Sabha, and the motion is provided by Rule 198 of the Lok Sabha Rules.
• Statement 2 is correct: because responsibility runs to the Lok Sabha alone, a no-confidence motion can be moved only there, with the support of at least 50 members.
• Hence both 1 and 2, option (c).

- Statement 2 is also correct: only Lok Sabha can take it up.
