Why the answer is (d)

• The Rule of Law Index is published annually by the World Justice Project, a Washington-based independent organisation, ranking countries on constraints on government power, absence of corruption, open government, fundamental rights, order and security, regulatory enforcement, and civil and criminal justice — option (d).

• India ranked in the 70s–80s of about 140 countries in recent editions.

• Amnesty (a) reports on human rights; the ICJ (b) is a court; OHCHR (c) monitors rights but issues no such index.
