UPSC Prelims 2023 CSAT Paper II · Q64 of 77 Comprehension medium

Passage

Passage - 4 India should ensure the growth of the digital economy while keeping personal data of citizens secure and protected. No one will innovate in a surveillance-oriented environment or in a place where an individual's personal information is compromised. The ultimate control of data must reside with the individuals who generate it; they should be enabled to use, restrict or monetise it as they wish. Therefore, data protection laws should enable the right kind of innovation — one that is user-centric and privacy protecting.

Based on the above passage, the following assumptions have been made : 1. Protection of privacy is not just a right, but it has value to the economy. 2. There is a fundamental link between privacy and innovation. Which of the above assumptions is/are valid ?

  1. (a) 1 only
  2. (b) 2 only
  3. (c) Both 1 and 2 ✓ UPSC's answer
  4. (d) Neither 1 nor 2

Why the answer is (c)

• The passage explicitly states that India must ensure digital economy growth while keeping personal data secure, directly linking privacy protection to economic value, which validates Assumption 1.

• It further argues that 'No one will innovate in a surveillance-oriented environment,' establishing a direct causal relationship between privacy and the ability to innovate, which validates Assumption 2.

• Since the text supports both the economic importance of privacy and its fundamental link to innovation, both assumptions are valid.

• Therefore, the correct option is (c) Both 1 and 2.

Why the other options are wrong

(a) 1 only
This option is incorrect because it ignores the explicit statement that no one will innovate in a surveillance-oriented environment, thereby rejecting the valid link between privacy and innovation.
(b) 2 only
This option is incorrect because it overlooks the passage's opening directive to ensure digital economy growth while securing data, which confirms that privacy has value to the economy.
(d) Neither 1 nor 2
This option is incorrect because the passage clearly supports both the economic value of privacy and its essential role in fostering innovation.
