Amendments to a Money Bill suggested by the Rajya Sabha have to be accepted by the Lok Sabha. Select the answer using the code given below :
- (a) 1 and 2 only
- (b) 2 and 3 only
- (c) 1, 2 and 3 ✓ UPSC's answer
- (d) 1, 3 and 4
Why the answer is (c)
• Statement 1 is correct: Article 109 lays down the special procedure for Money Bills; Article 110 defines them.
• Statement 2 is correct: a Money Bill can be introduced only in the Lok Sabha, and only on the President's recommendation.
• Statement 3 is correct: the Rajya Sabha cannot reject or amend a Money Bill; it may only recommend changes and must return the Bill within 14 days, failing which it is deemed passed.
• Statement 4 is wrong: the Lok Sabha is free to accept or reject the Rajya Sabha's recommendations; the Bill is deemed passed in the form the Lok Sabha finally adopts.
• Hence 1, 2 and 3, option (c).
Why the other options are wrong
- (a) 1 and 2 only
- Statement 3 is also correct: the Rajya Sabha cannot reject a Money Bill.
- (b) 2 and 3 only
- Statement 1 on Article 109 is also correct.
- (d) 1, 3 and 4
- Statement 4 is wrong: the Lok Sabha need not accept Rajya Sabha amendments.
