T.B. Macaulay’s 1835 Minute resolved the Anglicist-Orientalist controversy, receiving Governor-General William Bentinck’s endorsement via the English Education Act of 1835. It established English as the medium of instruction and redirected state funds away from traditional Sanskrit, Persian, and Arabic institutions. Macaulay openly denigrated indigenous knowledge, asserting that a "single shelf of a good European library" outweighed the entire native literature of India and Arabia.

Administratively, driven by the "downward filtration theory", the policy aimed to create a class "Indian in blood and colour, but English in taste" to serve as administrative intermediaries. This provided a steady, cost-effective clerical workforce for the colonial bureaucracy and later facilitated entry for Indians into the Indian Civil Service.

In the long run, this English-educated middle class internalized modern democratic ideals. Leaders like W.C. Bonnerjee utilized this common linguistic medium to spearhead early nationalist politics through the Indian National Congress, transforming a colonial instrument of subjection into an engine of national awakening.
