Why the answer is (b)

• The NSQF (2013) is a competency-based framework of ten levels that grades qualifications by knowledge, skill and aptitude, regardless of how they were acquired.

• Statement 1 is wrong: a learner can be certified through formal, non-formal or informal learning, including Recognition of Prior Learning.

• Statement 2 is correct: a key aim is mobility between vocational and general education, and between education and work, by making levels comparable.

• Hence 2 only, option (b).
