• Pair 1 is correct: Tej Bahadur Sapru, the Liberal statesman, presided over the All India Liberal Federation (1923) and led the Sapru Committee.

• Pair 2 is correct: K.C. Neogy sat in the Constituent Assembly, was a Union minister and the first chairman of the Finance Commission (1951).

• Pair 3 is correct: P.C. Joshi was General Secretary of the Communist Party of India from 1935 to 1947.

• Hence 1, 2 and 3, option (d).
